Former Central Bank Governor Dr. Indrajit Coomaraswamy expressed optimism regarding the disbursement of the third tranche of the IMF's $3 billion bailout package for Sri Lanka, despite potential delays in reaching an agreement with private bondholders. He highlighted progress in negotiations and emphasized that conditions for the IMF review were being met. Dr. Coomaraswamy noted that while there are points of contention with bondholders, they do not concern the core restructuring package. He remains confident that an agreement with bondholders will be reached by June, essential for finalizing deals with bilateral creditors.
Dr. Coomaraswamy's remarks suggest that negotiations with private bondholders may face delays but are unlikely to hinder IMF funding disbursement. He underscored the importance of not being overly pessimistic about recent news concerning external debt, emphasizing progress made in negotiations. While disagreements exist, particularly regarding the application of adjustments in proposed Macro-Linked Bonds, indications of progress have been observed. Dr. Coomaraswamy highlighted the need for comparability between agreements with bondholders and bilateral creditors, noting that bilateral creditors are awaiting the in-principle agreement with bondholders before finalizing deals.
