Government budget decisions impact all citizens, making transparency, public engagement, and oversight crucial. The Open Budget Survey (OBS) is the only independent global assessment of public access, comprehensiveness, and timeliness of central government budget information, opportunities for public participation in each stage of the budget cycle, and the oversight role of institutions. This 2021 report evaluates Sri Lanka’s budget transparency (30/100), public participation (19/100), and oversight (57/100). The report highlights gaps in budget documentation and offers recommendations for improving transparency, including timely publication of key documents, enhanced public engagement mechanisms, and stronger legislative oversight, aiming to ensure that public funds are used effectively and in the public interest.
