The total allocation for Road Development in the 2021 Budget amounted to LKR 375 billion. This consists of LKR 350 billion allocated for the Ministry of Highways and LKR 25 billion allocated to the State Ministry of Rural Roads and Other Infrastructure. The allocation for 2021 has more than doubled compared to the actual expenditure in 2019—where only LKR 157 billion was allocated for the Ministry of Highways.
For Highway Development, the government has allocated LKR 238 billion in 2021, of which LKR 113 billion is allocated for the Development of 100,000 km of alternate roads to access main roads & expressways; LKR 42.1 billion is allocated for Integrated Road Investment Programme; and LKR 6.7 billion for Rehabilitation of Peradeniya – Chenkalady Road from Badulla to Chenkalady. Details of other major projects under the Highway development, are as follows:
For Expressway Development, the government has allocated LKR 68.7 billion in 2021, of which LKR 34.8 billion is allocated for the Central Expressway; LKR 19.9 billion for Port Access Elevated Highway; and LKR 14.1 for Elevated Highway to New Kelani Bridge to Athurugiriya. In addition, the government has also allocated LKR 40 million for the Colombo – Ratnapura – Pelmadulla Expressway.
For Construction of Bridges and Flyovers, the government has allocated LKR 27.1 billion, of which LKR 15.5 billion is allocated for the Construction of the New Kelani Bridge; LKR 4.4 billion is allocated for the Design and Construction of flyovers in Kohuwala and Gatambe; and LKR 3.2 billion for Construction of flyovers over the Railway Line at Uttharananda Mawatha & near the Slave Island Railway Station.
